Imagination is the faculty through which we encounter everything. Things that we touch, see and hear converge into a "picture" via our imagination. Imagination helps provide meaning to experience and understanding to knowledge; it is a fundamental facility through which we make sense of the world.
Since the arrival of the new millennium, our world has increasingly to face global challenges such as demography and the environment, as well as different value systems. The world of today is getting more unstable and unequal. Traditional communities, values and ways of life are disappearing due to economic change and industrial restructuring. Today, Europe and the world are facing a downturn never witnessed since the 1930s. In this time of rapid changes we need to be more flexible and creative and make full use of human capacities. The recovery will clearly depend on creativity and innovation.
Photographers are asked to dig deep in their imagination and provide an original work where they express their vision of a "new world".
The European Commission is inviting all professional and amateur photographers, photography students and all other talents to submit their photographs to the “Imagine a new world” photo competition. It is open to anyone who is resident of an EU Member State or candidate country or of Iceland, Liechtenstein or Norway and who shares our passion for photography. This is an opportunity for you to express what creativity and innovation means to you.
Before submitting your photographs, please make sure you have read the participation requirements carefully. These are the steps to follow:

The “Imagine a new world” competition Jury will be chaired by Professor of photography and President of the European League of Institutes of the Arts (ELIA) Chris Wainwright. The entries will be judged by an international Jury of renowned professionals from the fields of photography and the arts who will select the winners.

To participate in the competition, you need to use your camera to show others your vision of the future. Take pictures of what you think the future holds for you, Europe or the world. This is not only a chance to show what you can do as a photographer, but also an opportunity to convey your own message about the future and to inspire others to make use of their own talent and creative potential. As well as being recognised for your talent on a European level, you can win prizes such as a camera or photographic equipment and a trip to Stockholm for the closing ceremony of the European Year of Creativity and Innovation 2009.

Entitlement to vote

According to the statutes all members are entitled to vote who have paid their membership fees for all business years, including the year 2009.
Please check if the membership fees for your organisation had been paid.
For logistical reasons we could only take bank transfers into consideration which arrived on the EUNET bank account by noon of June 18th 2009 the latest.
Payments in cash are possible until June 20th 2009, 8pm.

Voting rights maybe transferred by a proxy. For this purpose a written document is required with a statement of the proxy and the signature of the person who transfers the voting right.
Until June 17th, you are welcome to send us your proxy by fax.

Relatório de actividades do IPUEL do ano de 2008

Relatório de actividades de 2008
(e contas a apreciar na Asembleia Geral,
convocada para dia 26 de Fevereiro Às 13h.)


O ano de 2008 constituiu mais um ano de activa intervenção do IPUEL, e marca o culminar bem sucedido das actividades iniciadas em anos anteriores, e desde a sua criação em Julho de 2005, de que salienta:

- A realização de mais um evento dos Jogos de inclusão e integração (iniciados em 2006)
- A conclusão do projecto INTI com a efectiva edição e distribuição do respectivo HANDBOOK
- A consolidação respeitada da presença do IPUEL na Rede Europeia EUNET,

Efectivamente o IPUEL desenvolveu de forma persistente as suas iniciativas na consecução dos objectivos estatutários, e consolidação da identidade europeia em Portugal, e contribuindo para a percepção da identidade portuguesa na Europa fora de fronteiras.

O sucesso daquelas duas iniciativas, quer do projecto INTI quer do projecto dos JII2007, foram sempre acompanhados pela generalidade dos senhores conselheiros mais interessados, que assistiram a reuniões de direcção alargadas.

Há a notar infelizmente, a demissão do Presidente da EUNET, a Sra. Nina Noorgard, aliás bem conhecida do IPUEL, pela sua participação como co-coordenadora no projecto INTI, que foi divulgada na assembleia geral da Organização que teve ligar no final do ano no de 2008 na Eslováquia, mas a que o IPUEL não esteve presente por contenção orçamental.

Regista-se ainda a permanente actualização do web site através do blog http://www.ipuel.blogspost.com/ com divulgação de textos e fotografias dos eventos em que o IPUEL participa. A nível internacional o envolvimento do IPUEL no projecto INTI acha-se também documentado no portal da EUNET em http://www.eunet-integration.eu/

Já no ano de 2009 constituiu facto relevante o convite endereçado ao IPUEL para co-participar num projecto co-financiado pela Comissão europeia sob o tema CITIZTER: The Europe Legislative Watch, no âmbito dos projectos GRUNDVIT, e em que existe pré qualificação de associações da rede EUNET da Noruega, Áustria, Croácia, Eslováquia, Grécia e Portugal. Todavia nao foram reunidas as condições para se assegurar uma participaço do IPUEL.
As contas apresentam um resultado negativo do exercício de -586,70 (quinhentos e oitenta e seis euros e setenta cêntimos) que a direcção propõe sejam levados a conta de resultados transitados.

Resta exprimir o voto da Direcção cessante, no primeiro triénio da gestão do IPUEL, de que as eleições a ocorrerem no primeiro trimestre de 2009, possam permitir a renovação dos quadros dirigentes, e o desenvolvimento crescente de actividades, dada a situação financeira desafogada do IPUEL.

The Directorate General Education and Culture invited EUNET to take part in an evaluation group on the European Year of Intercultural Dialogue. Main focus is to gather experiences and opinions on the European Year. This offers EUNET the opportunity to present the intercultural activities of its members and to influence the framework of future „European Years“.

The European Commission and the Executive Agency for Education, Audiovisual and Culture will organise an INFO DAY on the Europe for Citizens Programme the 20 January 2009 at the Conference Centre Albert Borschette in Brussels (from 9:00 to 13:00).

Évolutions actuelles au sein de notre réseau
Chers collègues, chers amies et amis,
J’aimerais vous informer par la suivante de la démission de notre présidente Nina Nørgaard,
déclarée le 7 novembre 2008. (Nota: o IPUEL não se fez representar nesta reunião que teve lugar na Eslováquia, em Teplice)
Un grand nombre d’entre vous a assisté à la dernière assemblée générale qui s’est tenue à
Trenčianske Teplice et appris cette nouvelle sur place, où elle a fait l’objet de nombreuses discussions.
Des différences de jugement sur le travail réalisé depuis le mois d’octobre 2007 opposant la
présidente aux autres membres du comité directeur, ainsi que des opinions divergentes sur la
future orientation de notre réseau et la représentation de nos intérêts à l’échelon européen ont
mené à la démission de Nina Nørgaard.
Le comité directeur considère cette démission comme un tournant important, à la suite duquel
le réseau ne peut pas simplement passer au point suivant. Le réseau doit se repencher sur les
stratégies définies, en se dotant de structures solides au niveau du personnel pour poursuivre
son travail de façon efficace en vue d’atteindre ses objectifs.
Comme la composition du comité directeur a fait l’objet de plusieurs modifications par le passé,
les membres restants de ce dernier ont décidé de renoncer à l’organisation d’élections partielles
- raison pour laquelle on n’en a pas organisé dans le cadre de l’assemblée générale - et de
prévoir de nouvelles élections du comité directeur dans sa totalité. Celles-ci auront lieu au cours
du premier semestre 2009.
Suite à ces élections, le réseau devra confirmer les priorités fixées et, sous la conduite d’un
comité directeur efficace, redoubler d’efforts dans la poursuite de son travail pour le bien des
organisations membres.
L’opérativité et la représentation légale de notre réseau est assurée jusqu’aux nouvelles élections.
Les membres restants du comité directeur continueront d’exercer leurs fonctions par intérim.
Le premier vice-président assumera également les tâches du président et assurera, en
collaboration avec Richard Stock, la représentation légale de l’association.
Voilà pour ce qui est des informations concrètes.
Il est évident qu’un tel événement fait naître des déceptions personnelles et touche des points
sensibles chez les personnes concernées ainsi que chez nos membres. Cependant, nous devrions
diriger notre regard vers l’avenir. Nos trois comités l’ont déjà fait. Ils se sont restructurés
et ont accueilli en leur sein de nouveaux membres. Ils ont pu nous présenter leurs programmes
de travail ambitionnés et prometteurs à Trenčianske Teplice déjà. Nous tenons à remercier très
chaleureusement Nina Nørgaard d’avoir pris la fonction de présidente du comité des contenus
et des méthodes et de continuer ainsi à jouer un rôle important au sein de notre réseau.
L’assemblée générale a aussi accepté la proposition émise par le comité directeur de doter les
comités de moyens financiers supplémentaires en 2009.
Tout compte fait, le réseau EUNET sortira renforcé de sa phase actuelle de transition. Il se dotera
d’un programme de travail plus clair et précis, d’une stratégie plus nette et concertée quant
à la représentation de nos intérêts auprès des institutions européennes et accordera une attention
particulière à la plus-value que représente votre affiliation à EUNET.

NOVA RADIO SOBRE ASSUNTOS EUROPEUS

Rádio Europa Lisboa Completa Presença Portuguesa na EuRaNet

A especialista em assuntos comunitários, Isabel Meirelles, apresenta, a partir do próximo mês, o terceiro de três novos programas diários de 10 minutos com que a Rádio Europa Lisboa assegura a participação oficial portuguesa na recém lançada EuRaNet. A rede de rádios europeias foi criada para emitir, diariamente, programas consagrados à União Europeia.

“A Europa aqui tão perto”, de Isabel Meirelles, estreia na próxima segunda-feira, 5 de Maio. Neste novo espaço diário, no ar às 18h20, a advogada e especialista em assuntos comunitários planeia convidar periodicamente personalidades de destaque, fazendo com elas a análise dos assuntos que marcam a actualidade da União Europeia. O programa irá também explicar temas da actualidade ou de interesse para os cidadãos europeus, nomeadamente no que se refere aos seus direitos.
O programa da conhecida comentadora da SIC vem substituir a ideia inicialmente comunicada de um programa dedicado ao cinema europeu. «Fizemos essa candidatura porque queríamos também uma abordagem cultural da Europa, mas foi-nos entretanto transmitido que a preferência ia para assuntos mais práticos, mais “legalistas”, se quisermos. O desafio principal às estações da rede EuRaNet vai claramente no sentido de ajudar ao conhecimento e debate público desses temas à partida potencialmente menos sedutores, com uma linguagem clara e acessível», esclarece Antonieta Lopes da Costa.

Respondendo ao desafio, a Directora da Rádio Europa Lisboa convidou Isabel Meirelles: «foi uma escolha natural. É uma especialista da área, tem uma grande credibilidade e uma experiência longa, na SIC, enquanto comentadora e co-apresentadora de um programa de características semelhantes. Está muito habituada a transmitir conhecimentos via audiovisual e usa uma linguagem capaz de desfazer as tecnocracias que muitas vezes afastam o cidadão comum dos assuntos europeus.»


Os programas portugueses para a rede EuRaNet têm uma duração de 10 minutos e edições diárias de segunda a sexta-feira. Em antena de 90.4 FM – Lisboa (e também na Internet e powerbox Netcabo), já rodam entretanto, desde meados deste mês, os restantes dois espaços:
- “Europa Diário”, com edição de Catarina Ruivo, emitido às 8h40, inclui informação sobre concursos, apoios, programas e subsídios da União, informação sobre cada um dos 27 estados membros e uma revista dos principais acontecimentos que marcam a actualidade da UE.- “Europa Económica”, da autoria de Helena Costa Neto, passa às 10h20, com vários assuntos em agenda, dos direitos dos consumidores às políticas e práticas de concorrência, passando pelo orçamento comunitário, a Estratégia de Lisboa, energias renováveis, economia do conhecimento, emprego, questões fiscais e serviços financeiros e bancários.


A EuRaNet integra, para já, 16 estações de rádio de 13 países, entre as quais a rádio Europa-Lisboa, e ao longo do primeiro ano as emissões serão difundidas em 10 idiomas, Português incluído. A grande prioridade do projecto passa por melhorar o acesso dos cidadãos a informação sobre a UE, procurando estimular o debate sobre assuntos comunitários, a um nível pan-europeu. O consórcio propõe-se incluir mais estações - pelo menos uma por Estado-membro - e evoluir gradualmente para as 23 línguas da União Europeia. Em Julho, será lançado um portal de Internet comum às emissoras participantes.
